October 2008 Dr. Teal presented a counter-proposal to NHS restructuring plan through Doctor Jack Kitts who was reviewing the plan. It was believed by the town and its Doctors that the hospital should be used for more services not less.

Dr. Kitts made the recommendation to replace the emergency care to 24 hour urgent care in Fort Erie and Port Colborne.

December 2009 an inquest was called for due to a death from a car accident believed to be from the lack of a local emergency room/no recommendations were made regarding the closures of the ER's
